Elevation Certificates and How to Obtain One for Your Residence

CRS Activity 310 - Public Information Requirements

 

The Village of Key Biscayne has been collecting flood Elevation Certificates (ECs) since 1995 from home builders/developers as a requirement of their building permits, and from owners of substantially damaged or improved structures. ECs are some of the data, per Activity 310, that the Community Rating System (CRS) of the National Flood Insurance Program require participating communities make available to the public via government websites.


Property owners in the Village whose homes were built or substantially renovated after October 1, 2009 can access EC information online (see below). If you are unable to access the information at this website, the information may be on file in the Building, Zoning, Planning and Public Works Department (BZPPW) but the the Certificate may not yet be scanned. Please call Eugene M. Santiago, P.E., CFM, the Chief Building Official for the Village, at 305-365-8902 for confirmation. Please be advised that the Village only has ECs on record for properties that were built or renovated substantially in the last 20 years.

If the home was built before 1995 and you have never substantially improved or experienced substantial damage to the structure, you will need to hire a surveyor or you can ask the prior owner for the flood Elevation Certificate.

Elevation Certificates Online

The Certificates are listed by fiscal year (October 1-September 30) and then by street name and number. Each PDF file will open in a new browser window.

NOTE: Recent ECs are continually being added. Older ECs will be added as hard copy files are scanned or their retrieval from off-site archives may be requested from a BZP Permit Clerk.    
            Multifamily and non-residential (i.e. institutional, government, commercial, etc.) structure ECs are not available online but can be obtained by contacting BZP.

DISCLAIMER for Elevation Certificates: Since 1995, the Village of Key Biscayne has been collecting Federal Emergency Management Agency (FEMA) Elevation Certificates from home builders and developers as a requirement of their building permit. Elevation certificates are also required for substantially damaged structures and electrical/mechanical equipment such as generators. For more information, call Eugene M. How to Find A Surveyor

 

Village staff cannot recommend individual surveyors. To find a professional land surveyor, visit the Florida Department of Agriculture and Consumer Services "License/Complaint Lookup" webpage. You can search by county, name, type of license (business or individual) and License number. For example, to obtain a list of surveyor businesses in Miami, type "Miami-Dade" in the County dialog box and select "LB-Surveyor Business" in the Program dialog box.

 

Interested parties also can find names and contact information of surveyors who have done work in the Village on the Elevation Certificates posted above.
