Building Official


To ensure the issuance of building permits, inspections, violations and Certificates of Completion and Occupancy and to perform related duties required by the Florida Building Code and other local, state and federal regulations. The Building Official performs professional, technical, managerial and administrative functions in relation to regulatory standards, inspection activities, enforcement of the building codes and Village ordinances, permitting and business taxation.
Work is performed under the direct supervision of the Director of Building, Zoning and Planning and is reviewed based on accuracy, timeliness and effectiveness of results achieved.



•    Bachelor's degree from four-year college or university with a major in Engineering.
•    10 years related experience including 5 years supervising others.
•    Certification by the State of Florida and Miami-Dade County Board of Rules and Appeals as a Chief Building Official, Building Plans Examiner and Structural Plans Examiner. Registration as a Professional Engineer is preferred.
•    Excellent verbal and written communications skills.  
•    Must have current State of Florida driver's license.
•    Ability to fluently speak, hear, read and write the English language.  Ability to communicate in Spanish is a plus.
•    Must be non-smoker.

Essential Duties and Responsibilities:

•    Coordinates the review and approval of plans and specifications for construction; issues building permits, certificates of occupancy and other permits and approvals.
•    Establishes overall department policies, work processes and work schedule to insure appropriate application of statutory requirements and technical codes.
•    Supervises the operation of the Building Department; assigns work and establishes work schedules; directs and supervises duties of assigned staff; reviews job performance, evaluates and makes recommendations as appropriate.
•    Coordinates and administers the Community Rating System as it applies to Federal Emergency Management Agency (FEMA) and the National Flood Insurance Program (NFIP) flood regulations.
•    Acts as the Flood Plan Administrator for FEMA National Flood Insurance Plan Program and Coordinates ISO rating activities for both the Community Rating System and Building Code Effectiveness rating system.
•    Administers the Americans with Disabilities Act (ADA) Title II program and administers the enforcement of the Florida Disability Code
•    Directs the regulatory enforcement activities associate with the Special Magistrates.
•    Reviews the work of subordinates for completeness and accuracy; offers advice and assistance as needed
•    Prepares documentation regarding Building Division activities, e.g., monthly reports, draft and revised codes and ordinances.
•    Provides technical plan review, inspection services and interpretation of the various building codes for enforcement.
•    Receives, responds and provides resolution to inquiries and concerns from the general public, the business community, Village officials, and other departments regarding the Division’s relevant issues.
•    Plans, develops, implements and administers the Division’s operating budget, ensuring adherence to established budgetary parameters.
•    Maintains current knowledge of trends and regulatory developments, recommending changes and preparing revisions to codes in order to uphold modern and up-to-date construction standards
•    Provides the structural plan review and building permit review for approval of building permits in accordance with the Florida Building Code.
•    Serves as the Acting Building, Zoning and Planning Director in the absence of the Director.
•    Performs related work as requested.
•    Other duties as assigned.
