Pursuant to Section 4-19 of the Village Code; Section 7.6 of the Village Charter, vendors of the Village are required to disclose any campaign contributions to the Village Clerk, and each vendor must do so prior to and as a condition of the award of any Village contract to the vendor. Please see the detailed specifications of this solicitation for further details.
 
The Village of Key Biscayne reserves the right to reject all bids and cancel the solicitation. The Village reserves the right to reject any bid for any of the following reasons: any condition, limitation or provision is included in the bid that is not officially invited in the ITB; failure by the bidder to meet Project qualifications; bidder has been suspended or debarred or is otherwise disqualified from submitting bids on federal and/or state contracts; bidder has failed to comply with applicable state and federal law as described herein, including when certain state and/or federal requirements pre-empt or are more restrictive than the Village's local procurement requirements; the low bid differs from the Engineer's estimate by an unreasonable amount; obvious unbalancing of unit prices has occurred in the bid; or where it has been determined that competition is considered to be inadequate relative to the size, type and location of this Project.

Pursuant to Florida Statutes §287.055, the Consultants’ Competitive Negotiation Act (“CCNA”) and subject to the provisions of 23 U.S.C. 112(a), the Village of Key Biscayne (“Village”) has issued a Request for Proposals (“RFP”) to interested and qualified firms to receive sealed response packages (“Responses”) for selection to perform the following services: Construction, Engineering and Inspection (“CEI”) Services for the Safe Routes To School Key Biscayne K-8 Center (the “Project”) administered under the Florida Department of Transportation’s (“Department” or “FDOT”) Local Agency Program (“LAP”).
 
The recommended routes for this Project were developed based on an examination of the school boundary, aerial photography, existing and future land uses, crash data, counted traffic volumes, posted speed limits and location of traffic control devices. The recommended routes include additional sidewalks, sidewalk improvements, street crossing improvements, ADA ramps, high visibility striping, bike ramps and pedestrian signals. The Construction Documents for the Project were prepared by Kimley-Horn, as the Engineer of Record for the Project. The selected firm shall provide the CEI services, including, without limitation, monitoring and inspection of the work required under the Construction Contract for this Project and, at the Village’s request, coordinating with other public agencies, utilities and affected property owners.
 
The Village has received grant funding for this Project through an agreement with FDOT for its LAP. As such, the Village must abide by the guidelines and procedures found in the FDOT LAP Manual.

Services will be performed throughout Village right-of-way. The award(s) made under this solicitation will be performance-based contracts. Under performance-based contracts, quality standards are set based on measurable outcomes of the services rather than defining the specific process, method, or procedures required to reach the outcome.

The existing outfall identified as Outfall O-13 per the Stormwater Management Master Plan requires rehabilitation to drain stormwater run-off within Sub-Basin 06A-12052. This project includes surveying, subsurface utility explorations, geotechnical engineering, design, permitting, bidding assistance, construction administration, and construction to replace an aged, undersized drainage outfall pipe crossing through 14 Harbor Point Drive. A new 10-feet wide drainage easement was recently recorded and will serve as the route the drain the sub-basin.

The Village has initiated the development of its 2040 Strategic Vision Plan. On January 15, 2019, the Village Council created the 2040 Strategic Vision Plan Board consisted of engaged community leaders charged with the responsibility of generating the Village’s strategic vision for the next 20 years. The first priority of the Board is to engage a qualified, professional firm to assist in the data collection, public input, and generation of the 2040 Strategic Vision Plan.

 

The selected firm will lead the Board through a meaningful public process to help the Village face its challenges and embrace new opportunities as the Board and firm collectively work with the community to help define our long- term future. The ultimate product of this process will be the 2040 Strategic Vision Plan that provides the Village with a prioritized and sustainable long-term vision that embraces the character and culture of the community.

The Village of Key Biscayne, Florida (Village) requests Proposals from qualified firms for the Construction of the Civic Center Park – 530 Crandon Blvd. The nature, scope, and definition of the Work desired by the Village may change from time to time, at the Village’s discretion. The Project consists of site clearing, select demolition, existing planting removal and relocation, installation of new decorative elements including paver walkways, signage, seating, Art in Public Places, hardscape, lighting, site drainage, domestic water, landscape and irrigation for a passive park as delineated on the construction documents prepared by Calvin, Giordano, and Associates, Inc.

Interested proposers may obtain a copy of the RFP Documents in person from the Village Clerk’s office for a fee of $35.00 per set payable by cash or check, on or after April 12, 2019. Make checks payable to Village of Key Biscayne. Copies of the RFP Documents are non-returnable and non-refundable. The Village will not send the package via courier and it will not be available on the Village website. Documents are available on “Demandstar”. All interested proposers who obtain the RFP Package must register with the Village Clerk and provide contact information and an email address. All notices and any addenda issued by the Village with respect to the RFP will be sent via electronic mail to registered proposers.


A mandatory pre-proposal conference, followed by a site visit for interested proposers, will be held at the Village of Key Biscayne, Village Hall, Building, Zoning and Planning Department, Conference Room (Suite 250) at 2:00 p.m. on April 29, 2019. Attendance at this conference is mandatory in order to submit a proposal in response to this RFP and for the Project.

 

Any or all questions or requests for interpretations or clarifications pertaining to the RFP must be directed via email to T odd Hofferberth, Director of Parks & Recreation Department at thofferberth@keybiscayne.fl.gov by May 1, 2019. All proposals shall be submitted in accordance with the requirements of this RFP and the Specifications. The Village of Key Biscayne reserves the right to waive any informality in any proposal, and the Village Manager may reject any or all proposals and re-advertise the Project.
