Safe Routes to School Program for Key Biscayne K-8 Center

Safe Routes to School is a federally mandated program emerging from the Safe, Accountable, Flexible, Transportation Equity Act, a Legacy for Users (SAFTEA-LU) and continued under the Moving Ahead for Progress in the 21st Century Act (MAP-21). It is an effort to create a more favorable environment for non-motorized transportation to and from local schools. In their effort to participate in this program the Village funded and executed a Safe Routes to School Study for the Key Biscayne K-8 Center in January 2015.

Safe Routes to School for Key Biscayne K-8 Center were developed based on guidelines contained in the Safe Routes to School, Procedure Manual developed by the Miami-Dade MPO in 2005. Several additional reference sources also provided guidance in developing safe routes for the project school. Notable among these were:

Further development was done in coordination with multiple agencies (the Village of Key Biscayne, Key Biscayne K-8 Center, Miami-Dade County Public Schools, and Miami-Dade County) and incorporated input from the community. The study identified current deficiencies in the existing routes to school, and extensively reviewed the accident history of the area to further improve safety.

The recommended safe routes for the Key Biscayne K- 8 School were designated to be as direct as possible, while avoiding potential pedestrian/vehicular conflicts or bicycle/vehicular conflicts and are to be implemented with backing from Florida Department of Transportation (see map (PDF). A list of these recommendations can be found in the Key Biscayne K-8 Center Safe Routes to School study (PDF)  prepared by the Corradino Group. (Note the large 38.3 MB file size of this report).

Design to be completed by December 2019.

Construction to begin by Mid-2020.
