Water-Sewer-Reuse Project: Property Owners in All Zones Can Connect to Sewer

Village officials received word from WASD on June 30, 2010, that the final section of the new sewer system has been approved.  All property owners in Zones 1, 2/3 and 4 can connect to the new sewer system (see the limits of Zones 1, 2/3 and 4 on this map of the Village Water-Sewer-Reuse Project area (PDF file). (Note: 1, 3 and 4 Harbor Point and 490 West Matheson properties cannot connect to sewer until easement documentation issues are resolved.)

The certification and conveyance process in Phases 2 and 3 of Zone 2/3 (refer to a map showing the division of Zone 2/3 into Phases 1, 2 and 3 (PDF file)) was completed by DERM and WASD, with official notification given on June 30. This means the construction, certification and conveyance elements of the WSR Project, begun in July 2007, is complete. Property owners in Phase 1 of Zone 2/3 were allowed to connect as of March 2, 2010, and most owners in Zones 1 and 4 were allowed to hook up in 2009 . New ductile iron water pipes are providing water in all zones.

Please note that some driveway restoration efforts are still underway or to be completed in Zone 2/3.

The contractor and project management team have walked through streets in Zone 1, Zone 2/3 and Zone 4 to identify deficiencies in work done to repair driveways, sidewalks and curbs, restore swales and pave roadways, among other parameters.  The punch list generated by this walk-through will guide future work so that conditions in the public right-of-way are restored to the same or better conditions than existed before WSR construction began.

The final bi-weekly Tuesday WSR Progress meeting for Zone 2/3, open to the public, was held on Tuesday, March 2, 2010. Biweekly technical meetings were discontinued.

STATUS OF SEWER CONNECTIONS IN ZONES 1, 2/3 AND 4

ZONE 4: Miami-Dade County Water and Sewer Department (WASD) gave the go-ahead for residents in Zone 4 (Holiday Colony) to connect to the new sewer system on September 10, 2009.

ZONE 1: Zone 1 property owners were able to connect to the new sewer as of December 29, 2009 (with the exclusion of Harbor Point and 490 West Matheson properties for easement documentation reasons). As of June 30, 2010, the following Harbor Point Drive residences may connect at any time: 6, 7, 9, 10, 11, 14, 15, 20, 22 and 28. The residents of 1, 3, 4 and Harbor Point Drive and 490 West Matheson cannot connect yet. They will be advised when sewer connection can proceed once easement documentation is completed.

ZONE 2/3:  WASD gave permission to connect to sewer was given by phase. The large area covered by Zone 2/3 was broken up into 3 Phases to expedite the process of water and sewer certification (testing), agency review and conveyance to the County.   • Phase 1: As of March 2, 2010, property owners in Phase 1 of Zone 2/3 can connect to the new sewer.

    Phase 1 includes the area between West Heather and West Enid from Warren to Fernwood, between West Wood and West Enid from Allendale to  Woodcrest, the sewer extension east of Fernwood along  West Enid, the new pump station, Key Biscayne  K-8 Center and the Community Church.

  • Phase 2: As of June 30, 2010, property owners in Phase 1 of Zone 2/3 can connect to the new sewer..

    Phase 2 includes the area from West Wood to West Mashta between Ridgewood and Harbor Drive, from Harbor Drive to just south of Harbor Circle,  Harbor Lane, and Curtiswood and Allendale north of West Wood.
  • Phase 3: As of June 30, 2010, property owners in Phase 1 of Zone 2/3 can connect to the new sewer..

    Phase 3 includes the area from West Wood to West  Mashta between Ridgewood and Fernwood, Glenridge and Fernwood south of West Enid, and sewer extensions east of Fernwood along West Wood and West Mashta.

SEWER CONNECTION INFORMATION FOR PROPERTY OWNERS IN ZONES 1, 2/3 AND 4 

  • Sewer Connection Guidelines (PDF document dated July 1, 2010) are available for download here and posted in several places on the Village website. (NOTE: The guidelines were updated on July 1 to show that residents in all of Zone 2/3 can connect per WASD directive dated June 30, 2010.)  Please make sure you have latest version (Version 4 dated July 1, 2010) as this guide has been revised several times with updated information.
  • A list of qualified plumbers (PDF file) registered with the Village (PDF document), dated Februay 23, 2010, is available for download at this link and posted in several places on the Village website. This list of licensed plumbers was provided by the Building, Zoning and Planning Department for homeowners who will hook up to the new sewer system and will abandon their septic tanks. These plumbers have worked in the Village in the twelve months prior to January 2010.

REUSE WATER (PURPLE PIPE) PROJECT

The Miami-Dade Water and Sewer Department (WASD) began installing reuse water pipes from Calusa Park along Fernwood Road to West Mashta Drive on June 18, 2008. WASD Officials held a public meeting at the Village Council Chamber at 7:00 p.m. on Wednesday, June 18, 2008. The target audience was residents and business people in the installation area who may hook up to the reuse water pipe in the future. More information is available in this letter (PDF) sent by WASD to these property owners.
