EMPLOYMENT OPPORTUNITY
The Village of Key Biscayne is seeking a Zoning Plans Examiner & Planner to enforce Village zoning and land development regulations and perform zoning and landscape tasks to assist the Director.
MINIMUM REQUIREMENTS:
- Requires a bachelor’s degree from an accredited college or university with a major in planning (A Master's Degree from a program accredited by the Planning Accreditation Board is highly desirable) plus four (4) years of professional planning experience; or
- Possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
- Preference will be given for possession of an active certification with the American Institute of Certified Planners.
- Ability to read, speak and write in English; other languages helpful (Spanish preferred)
- Ability to effectively and professionally explain regulations and present information in one-on-one situations to customers, clients, and other employees of the organization
- Basic computer skills including word processing and other department-relevant software
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Receives, reviews, evaluates, routes and responds to plan review applications for development including plans for site development and construction, responds to phone and e-mail inquiries related to comments provided; coordinates the review process; maintains databases and plan files; accepts plans on behalf of the agency.
- Conducts inspections at development sites as needed.
- Assists the public with interpretation and application of planning policies, rules, regulations, procedures, codes, and ordinances.
- Reviews and prepares variance applications; issues permit and prepares reports/recommendations for public hearing or Village administration.
- Writes technical staff reports for Village Council agenda items including analysis and recommendations, to ensure compliance with the Village zoning and land development regulations.
- Reviews legal documents such as deed restrictions and easements for compliance with development plans
- Creates monthly revenue report for Department.
- Assists Director and Building Official with preparation of staff and council variances.
- Performs related work as requested
- Work with other departments and direct reports to prepare for FEMA/CRS (Community Rating System) audits. Establish measures during the year to meet CRS and NFIP requirements to improve and maintain rating and floodplain management practices.
- Make discretionary decisions based on Code/Ordinance interpretations and specific project conditions.
- Supervise direct report(s) on a daily basis and during preparation for projects.
- Perform related work, as requested.
SALARY RANGE: $33.22 - $51.54 per hour
POSITION TYPE: Full-Time, Exempt
