The Flood Insurance Rate Map (FIRM) is a Federal Emergency Management Agency (FEMA) map that shows different elevation zones in Key Biscayne based on 100-year flood data. The FIRM is used to specify how high the first finished floor of new construction must be in a flood hazard zone.
