Flood Preparedness

Key Biscayne and all islands lying within Biscayne Bay are in Evacuation Zone A (Red Zone on the Miami-Dade County Hurricane Storm Surge Evacuation Map) with the highest risk of flooding from storm surges. Therefore, proper advance planning to protect you, your family and your property is in your best interest.

The Village has participated in the National Flood Insurance Program's (NFIP) Community Rating System (CRS) program, overseen by the Federal Emergency Management Agency (FEMA), since 1998. The CRS is a voluntary, incentive-based rating program that recognizes and encourages community floodplain management and public outreach activities that exceed the minimum NFIP requirements. Continued participation requires yearly submittal of a report that describes activities the Village is pursuing in order to reduce flood losses in the community and a FEMA site visit every five years. 
Public awareness is a cornerstone of the CRS program.  Please visit the Village's Document Center - NFIP-CRS Public Information webpage for a comprehensive list of maps, reports and other documents required for the Village's CRS participation. Selected resources are given below.

As a public service, Javier Pena will provide you with the following information upon request:

  • Whether a property is in or out of the Special Flood Hazard Area (SFHA) as shown on the current Flood Insurance Rate Map (FIRM) of the Village (PDF);
  • Additional insurance data for a site, such as the FIRM zone and base flood elevation or depth, as shown on the FIRM, and a handout on the flood insurance purchase requirements that can help people who may need a mortage or loan on a property in the SFHA.
